Indian Overseas Bank — debit card payment to petrol bunk declined but cash debited from my account

I had tried paying in the petrol bunk by using my iob rupay debit card but it got declined from two different machines. But the message on the registered phone number has been generated that the amount has been debited from both tries. We tried calling the customer care number but it is of no avail. Such irresponsible and erratic customer service from iob.
