Indian Overseas Bank — Money debited without a cash dispense from ATM

Hi Sir/Madam,
While during a transaction in ATM, I have been debited with the money of Rs.10, 000 without the Cash being dispensed from the ATM. I was being debited with money and received no cash from ATM. I have a received a receipt saying the "transaction declined". Kindly look into it and help us on this and please work on refund the money as soon as possible.
