Indian Overseas Bank — Refund not credited for Failed Transaction

I have paid 121 rupees through Paytm with iob Debit card. The transaction failed. Paytm said they didn't receive the money, check with bank. I raised complaint with bank customer care No progress It's been 24 days since I paid.
