Subject : To issue clearcut directions to the post Office at Kulgaon, Badlapur, Tal. Ambarnath, District Thane about not compelling the citizens to wait in queue for closure of the NSC, MIS and that can be undertaken through the Post Agent or anybody to whom authority letter is given by the customer.
Sir,
Along with this application I have also produced copy of another application addressed to the Sub Post Master Kulgaon Post office, 421503, duly endorsed by him, to check the matured NSC’s and to transfer the amount to Saving Account No. [protected] and if NSC books are not traced/ found, to issue me the duplicate NSC books, details are in a copy annexed, which issue be monitored at your personal level.
Apart from the above issue, with reference to the above subject, it is sorry state of affair that the Kulgaon Post office require the NSC, MIS Holders to stand in queue for transfer of the closure proceeds in their own saving account maintained with post office. That can be done either directly submitting the NSC, MIS books along with forms to concerned clerk who needs to issue its acknowledgment in same manner that earlier when we used to produce the NSC or MIS, the concerned clerk used to issue the acknowledgement. If there is any discrepancy in forms submitted for the closure of MIS, NSC, the mobile number of the customer can be obtained to set right the things, so that the customer need not wait in the queue. There is no question of misappropriation of amount because the amount of closure proceeds is directly credited to the Saving Account of the investor/ customer of the post office. At the most an Authority Letter may be obtained from the customer to effect the transfer of closure proceeds to his saving account maintained with post, which can very well be done by the Post Agents as well as anybody who holds the authority letter. Authority letter also contains the signature of the customer, which can be very well tallied with his signature in form and post records.
So also, there is unknown rule that the post office does not accept more than 2 registered post Acknowledgement due / speed post letters/ packets. I am advocate by profession and require to issue many letters/ notices etc. to various persons on behalf of my clients. At that time, I have experience that the post office does not accept more than 2/3 packets at a time. So, it is necessary to direct the post office Kulgaon to accept any number of packets containing letter, notices etc. or any other documents, things and not to compel the customers to again and again stand in queue for hours together for the same purpose. I am aware that there is no such rule to accept only 2/3 packets at a time.
Along with the above directions, each post office and sub post office should be directed to publish the mobile number of an authority to whom customer can make complaint immediately on mobile so as to avoid any harassment and that number be directed to be published on main notice board, door, post window in BOLD NUMBERS with NAME OF THE AUTHORITY. Less say is better that if an advocate faces such difficulties, what could have been a condition of common man, who could not put forth his grievance in this fashion.

Sub : To check the matured NSC’s and to transfer the amount to Saving Account No. [protected] and if NSC books are not traced/found, to issue me the duplicate NSC books.
Sir,
I am a regular customer of the Post Office, and regularly purchase the NSCertificates, for me and my family. I tendered the NSC after maturity to the post office with the concerned clerk Mr. Sagar in the month of November total NSC given after maturity to transfer the amount to my aforesaid Saving Bank account were 7. I also tendered 4 NSC after maturity for transfer of closure proceeds to my aforesaid Saving Account. However, I got the Saving Pass Book, wherein the entries of transfer of maturity amount up to October, 2022 were up to date and the maturity amounts of NSC were transferred to my aforesaid Saving Bank Account. But when I got the pass Book in the month of January, 2023, I found that three NSC maturity amounts for the month of November, 2022 and two maturity amounts for the month of December, 2022 were not transferred to my Saving Account. Thereafter in the month of January, 2023, there were correct entries of transfer of maturity amounts of NSC to saving Account. However, in all five NSC maturities were not transferred to my Saving Bank Account. Hence, I asked the concerned clerk. However, he said that he did not receive those NSC books. I am aged person, and I was asked to give the books to Agent Mr. Jagdish Shah, he used to tender the signed matured NSC for transferring the amount to my Saving Account. When I again asked the concerned clerk Mr. Sagar, he said that the Agent Mr. Shah has not given those NSC books to him. So, I took Mr. Shah to Mr. Sagar, and in front of Sagar Shah told that all those 7 NSC were given to Sagar for transferring the amount to the Saving Account. Thereafter, he told me that he will search those books. But those books were not found. He asked me to give the details of the said NSC, i.e. NSC Number, date of purchase, date of maturity of all the certificates. Accordingly, I whats-up him the information, along with the entries in the saving pass book. Till 31st march, he could find out only one NSC out of lost 5 NSC. That amount was transferred to my Saving Account also.
But he was unable to find out other NSC which were also tendered along with Forms, Closure slip, Pan Card Xerox, duly signed etc. So, I told him that whether I should give such an application, either to find out the originals, or to furnish duplicate and for those maturities. He said yes to the same, accordingly, I am giving this application.
Kindly direct the office to search the original NSC Books of the following details and direct the concerned to transfer those amounts to my aforesaid Saving Account. If those cannot be traced, then kindly issue me the duplicate NSC books, so that I can again furnish them for crediting those closure proceeds to my saving account. The details are as follows :-

Out of these NSC’s the closure proceeds of 4 NSC have been credited to my Saving Account. So kindly verify the numbers with the record and then closure proceeds of remaining four NSC may be transferred to my above saving account. If the remaining NSC books are not found or traced, then kindly issue me the duplicate of those NSC books, so that I could furnish them for transferring the closure proceeds to my saving account.
It is also a fact that the closure proceeds were directly transferred to my saving account since last 2/3 years and there was no any problem since then, however, only there is problem of transfer of closure proceeds to my saving account of two NSC in the month of November, 2022 and three NSC in the month of December, 20222. I have also made whats up message of these details to the concerned clerk Mr. Sagar long ago to check NSC number wise that of which closure proceeds have been credited to my aforesaid Saving Account.
If you suspect anything else that somebody might have committed some fraud about those NSC maturity amounts, then let me know so as to enable me to take appropriate police action and/or court proceeding, and or a substantive complaint to post department to fix the liability or to investigate the matter, as the case may be.

I have not received feedback till today. The sub post master kulgaon, pin 421503 says that he had informed about this to his superiors, but it is his duty to reply me which he is avoiding purposely, and he is creating hurdles in closure of my regular n.s.c.

from 26th onwards, till today there is no investigation about my complailnt, depute superintendent or any responsible investigating officer to investigage the fraud of not crediting the closure proceeds of nsc to my saving account maintained with kulgaon post, pin421503
The sub post master Mr. sanap and the concerned clerk Mr. Sagar appear to be suspicious in dealing with the money of the customers. Thorough inquiry be made, and they be transferred from this post office to some other post office till the inquiry is pending. Send your inspection team, by giving my cell no. 97y64442521 and email. previously also there was such modus operandi found with the sub post master and the concerned clerk sager, but at that time I have not complaint. investment amount for nsc was utilized by them from taking it from my agent mr. jagdish shah.
