Jayesh — Complaint against house owner

My name is jayesh, staying in kudlu gate Bangalore.I was staying in rented house at jail road and vacated house 2weeks back.when I vacate my house my owner deducted Rs15000 from my advance as painting charge.I told him that I am ready to paint house my own and hañd over.he not agreed anything and deducted my amount.I got house without painting only.what should do to get my money back
