JDVVNL — Street lights in my community not working, switched off

I live at Sector 11 Chopasni Housing Board, Nandan Van, Jodhpur. The street lights in my community from house number 700 to 990 are in state of neglect and disrepair. The condition is appalling with lights fallen, fused and frequent black outs. We are have complained many times but to no avail. Since couple of weeks employees of JVNNL cite that election model code of conduct stops them from performing their duties. I have thoroughly read the model code of conduct and have also asked the Election Commission of India to explain the preview of the MCC. Kindly repair our street lights.
