Joshua — Garbage bags not been picked reqularly and asking money for every week

In my house garbage are not picked up properly, staff not coming in regular intervals and if we ask which day and timings the garbage will be picked up also the response very cheap and inform that can't be said, we used to come whenever possible .
Whitste been blown but they don't wait for 5 mins also, immediately they move soon and we suffer and run to the lorry and drop the garbage bags
They ask money if rupees 50 as mandatory weekly and if we don't give they are not responding properly.
