Maharashtra Times — newspaper vendor not delivering newspaper despite of rs 599 yearly subscription

I have subscribed for rs. 599 yearly subscription of maharashtra times in february 2020 in lohegaon, pune. The newspaper vendor mr. Jangam from lohegaon, pune is not delivering the newspaper despite calling him many times. He is giving silly reasons.
I want you to either change the newspaper agency in lohegaon or refund my money back.
Hoping to get this resolved soon.
