Mumbai Customs — Baggage mishandled and fined us for their own mistake

We had sent 2 bags from Birmingham, UK to Nagpur, India and the baggage was stuck at Mumbai customs due to a human error. I needed the bags urgently as I wanted to move to another city in just a few days time. All the paper work was in place, as if it wasn't, the baggage wouldn't have been sent from the UK itself. Horrendous service by Mumbai India customs. Our baggage locks were broken and missing, one of the bag handles have come loose and some of the items inside the bag were damaged. I was asked to do all the paper work again and send it to DHL India for verification, was even asked to notarize my whole passport within a day with the time limit of 24 hours for it to reach the DHL office or we'll be charged an amount for our baggage to be kept at their storehouse with each day causing extra money. I never understood the concept of notarizing the whole passport including blank pages and sending it to them
There was not a single item inside our bags that was objectionable but still the bags were kept for a week for no reason and we were asked to pay Rs 2800 as a Duty/Tax for I don't know what reason and we were threatened that the baggage won't reach us if this amount wasn't paid and would be destroyed. The DHL courier service along with the Customs are looting people and this should stop. We send our baggage from one country to another to save efforts of carrying it ourselves and this commotion is not worth it.
