Mumbai University — Duplicate Marksheet Application taking more than 3 months

My Application number for the Duplicate mark sheet on the website https://aaplesarkar.mahaonline.gov.in/ is [protected]. I submitted all the forms and attached the documents on 10th October 2022 still I have not received the Duplicate Marksheet. The time for a Duplicate mark sheet is 15 days. The completion date for the request on the website is showing as 5th January 2023 !!! Why is it taking more than 3 months to get a duplicate mark sheet?
