Mumbai University — Not providing duplicate 10th class marksheet

It has been 7 months of online payment on aaple sarkar portal and after multiple follow ups I am not been provided with my duplicate 10th class marksheet. I am not even able to submit for appeal. I need my marksheet asap please help
