Narendra Modi — aadhar card usage for sim card purchase

I wanted to buy simcard by using my aadhar card but here in chennai the dsim distributer did not allow me to buy. He informed that other state aadhar card cannot be accepted in chennai to buy and activate simcard. I am from bihar and aadhar is also from bihar address.

Then is this a valid card???

Why is this bihar issued aadhar card not allowed in chennai for buying simcard?

Modi should first make a valid card then regulate it as a indian aadhar card... Other wise his thought is damn illegal and invalid in some area of his governance... Better have meeting with some skilled people for making any legal aadhar i'd.
