National Highways Authority Of India [NHAI] — Double toll charging

I'm a regular traveller between jammu and udhampur. I couldn't recharge my fastag due to kyc issue. I was charged double toll of 330 rupees for one way and another 330 rupees for round trip, 660 total whinch could have been 245 rupees with fastag. It is not consumer's fault that kyc approval takes 7 days. The fastag should not have been blocked or atleast cash should have been accepted at a rate same as that of fastag. This is totally unacceptable and highly condemned especially when I almost every day travel via same route, pay my toll everytime not like some people who show some card and gets off for free. I had even travelled a day before and paid toll via fastag
