Neighbors — Complaint for dengue mosquito

Dear sir / Ma'am,

I, Mansi Giroti resident of dehradun want to complain for garbage, in which there is a blockage of water in the street as the water got accumulated and result in lots of bacteria's and dengu mosqitos.
In my neighbour, there is renovation in someone's house and they put all the house garbage like stones, cement, bricks in the drainage before there house, through which water can't pass, and results in lots of diseases for the whole colony, even after the work is completed, they are not picking the garbage.
