Neighbors — Neighbors having too many dogs

Hi,
My neighbor is having more than 10 dogs and he is causing disturbance to the people around it. The dogs keep on barking continuously in the morning and night. Foul smell arises out of the building and making the colony unlivable. We have kids and it is getting very problematic to us. Please do the needful. Please help us to live in peace.

Ghmc allows only three pet dogs per house and he is illegally running dog business in the house.
