Neighbour — Barking of the dog

The dog barks all day and it affects my mother's health as she is a blood pressure patient and also my studies. The dog is also very aggressive and has tried to attack a girl. The owner is extremely rude and mean. I also get frequent migraine attacks which is becoming severe beacause of it's barking
Kindly., look into this matter as soon as possible.
