Neighbours — Cleaning of vacant site

Adjacent to my apartment there is a vacant site which is now completely filled with plants, weeds, etc. Branches of plants are also entering the compounds of my apartment. Overgrowth of plants is blocking light and free flow of air to my flat. I don't know owner details or contact number. Kindly help to reach out to the site owners to get the site cleared.
