Neighbours — Tax not paid/Terrace repair not done

I want to complain that our neighbour Janak Joshi([protected]) has not been paying tax for the flat and not doing the terrace work from the past few years. Because of that there's leakage in our falt. Our lot of stuff has been damaged because of the leakage. We requested him many times but he doesn't listen. Its a kind request if you could help us with the same situation. Thankyou in advance.
