Nettyfish Bulk Sms Provider — wrong information and refusal of refund

I was told by the representative of nettyfish that they have 18000 phone nos for sending promotional sms for my coaching services for the areas kotturpuram, adyar and ecr for which they charged 2200.
I paid the 2200 through instamojo online transaction. After receiving payment i was told that they have only 9000 phone nos to send sms and not 18000 phone nos as earlier told to me.
When i asked to refund my money i was told that i have paid for the sending facility of 18000 sms and not for the data (Phone nos) that they have.
I don't need any sending facility to send 18000 sms because i did not ask for any sending facility and had only accepted their offer to send 18000 sms which they wrongly claimed they had with them. If they billed me for the facility to send 18000 sms and not for sending the sms to 18000 phone which they claimed they had then it is their wrong billing and they should just cancel the wrongly raised bill.
They can deactivate the facility of sending 18000 sms since i don't need it and it was not what was agreed between us. I asked for a refund and have not received the same so far.
