NMMC — Marriage certificate

As per specified in application form we have collected and attached the documents with form. At the time of submission of form in NMMC office they are asking for extra documents
For example:
1) We have attached Election card as ID proof for witness still they are asking for Rationing card. As per specification in the form either any one of this we can submit.
2) Photograph of marriage is not mentioned in list of documents mentioned in application form, still in NMMC office they are asking for photograph.

We visit first time in NMMC airoli office they given only one form and told us to fill and submit it with mentioned documents in application form.
When we again went to NMMC office with filled form and documents, one madam given 2 more form and said fill it and come again with 4, 4 photographs of Husband and wife (i.e applicant).
When we went to office every time they are telling new things.

I want clarification and resolution on this.
