Nobel Residency Apartments — fine incurred by the electricity collected from the home rental advance

We are working residentials stayed in flat no 102, nobel residency, gulshan nagar colony, gachibowli, hyderabad, telangana from may 2018 to october 2018. Owner of the flat had not paid the electricity bill for our tenure period, though we were agreed to pay electricity bill every month as per the agreement. Due to that, electricity department charged more plat charge. Because of delay/ illegal connection maid by the owner, bill was generated with approximately 12601.50 for 6 months duration on s no[protected]. As per our original consumption it should be on an average 6000, but it becomes double because of delay in taking power meters from electricity department. The differentiated amount deducted from our return amount on vacating the flat rather they are bearing the loss.
