Noida Institute Of Engineering And Technology — In regard to refund my submitted fee

I, Noubahar Nazir of B.Tech first year(ECE) withdrawing my admission from NIET, GREATER NOIDA because of family problem, But the college is denying to refund my submitted fee which is ₹118700
For withdrawal when I went to Director of NIET on 4th September then he sent me to the Registrar then I talked to Registrar he keeps me saying that you will get the total refund money of your submitted fee then I went through all the procedure & formalities of withdrawing admission but when I fulfill all these formalities then again I went to Registrar then he told me that the college has sent all the documents to the university from where it is affiliated which is Dr. A.P. J Abdul Kalam technical university(Luckhnow) for the enrolment number then he sent me to the university in Luckhnow But when I went there I got information from Deputy Registrar(Dr. Rajiv Kumar Singh) that college doesn't sent any documents yet thats the way the college cheated me But after that When I again went to NIET then the Director & Chairman of NIET sad that you will not get your submitted fee, you only get your original migration from the college... Now they're refusing to refund my submitted fee which is ₹118700 & Now I'm in big trouble...
So, Sir Please help me out of this problem and for this I'll be very grateful to you
