ONGC — Ongc scholarship 2019-20 sc/st delay payment

Dear Sir/Madam,
I have been selected for Ongc scholarship 2019-20 SC/ST and i have not received the 2nd installment.i have uploaded all the necessary documents in the Mail and the official ONGC scholarship portal.I have called to the ONGC head office as well as to my Zonal office NAZIRA, Assam many times, still i have not got any response.They are just delaying the problems.
