Passport Office Bhopal — passport applied from bhopal psk but they not accept because i am from other state and my payment deducted 1500

As per passport authority announcement we can apply for passport from any where in india. So i applied for passport from bhopal psk but at the time of appointment at bhopal psk they not accept my application because i am belong from other state and they told that i have not contract of all go in your state. My payment is deducted 1500. So sir please help to return my payment
