Passport Office Lucknow — Overcharged Passport fees

My Family visited for Tatkal Passport 2 times and the passport office each time highlighted different issues and they forced them to write an application to change it to Normal.
Additionally they charged them to pay Tatkal fees i.e.Rs 2000/- + online Rs 1500/-.
I have a question if my application service has been degraded to Normal why we are charged full fees.
