Passport Office Surat — delay in processing passport

I have applied passport of my 2 kids who are minor on 26/12/2018 and there application/file no. Are as follows:

Su[protected] dhyey movik bhatia

I have beein trying to take appointment for rpo online but every day i see appointment is booked try tomorrow but tomorrow never comes and available appointment shows future dates with appointments booked, how thats possible because currents dates not available and future booking option not available so from were future dates appointments are booked?? Rpo landline calls not answered and no reply to mails as well please help.
