Patna — Pension not revised in new ugc pay scales

I retired from B E S, Govt of Bihar as a Lecturer in Bengali ( Senior Scale) on 31 August 1996 . After the introduction o[censored]GC Pay Scales 2006 my basic Pension should have been Rs.15500/ where I am being given Rs. 9728/ only
For the last one year I have been writing in vain. I have not received acknowledgement even
