Paybackbazaar.com — Refund of wrong transaction

Rs.250 paid for mobile recharge but recharge hasnt happened.
They have' not refunded the amount to wallet.
THey do not event take the calls and reply to mails.
Almost from past three months a I am following up to resovle the same.
They do not bother to call back or reply to mails.
Hope some one will take a action against them,
I am try to pay the remaining amount of 61 to postpaid mobile. That also not happeneing.
