Paypal — Item not received. PayPal is siding with scammer and not issuing refund

Hello sir/ma'am
I had ordered an induction cooker from Buyee, a Japanese online website and payed 3, 567/- Rs ( $41.01 ) on 25th October 2022. Transaction id- 75K65161FW473611A . The seller sent me an email stating the item was shipped on 31st October with tracking CL[protected]JP and on 2nd December sent me another email stating the package was returned back to their warehouse(see attached pic). I raised a dispute with PayPal for "item not received" and "refund not received" and provided all the payment proof as per their request. They closed the case in favour of the seller without looking at the evidence, claiming I did not provide delivery proof of return for the item which I've not even received. Please take action against PayPal and issue me my full refund. Thank you
