PGVCL — late receiving of bills

We are receiving monthly bills after 2 months every time. I am living in somnath-2, streeet no 5, 150 feet ring road rajkot.
Pgvcl have to issue bills to customers every month but after 2 months and somtimes 2 n halfs we are receiving electricity bills. We have to pay more because we are getting bills late and our unit consumption goes high. And after using of high units, we have to pay high charges per unit, only and only due to late receipts of bills. Why we are not getting regular monthly bills? Why shoud we pay more unit charges due to your negligency?
Give me immidiate answer. And solve the problem urgently, otherwise i compelled to go at rti.
