Pinky Singh — Landlord not returning security deposit

I am Pradeep Agrawal, rented a flat in Mumbai through a broker[Ashish Patel [protected]] in July 2014. Flat Address is [2102, 59-C, Panchratna Apartment Malad West]. Broker promised to give proper agreement and took brokerage fees INR 20000 including brokerage of one month rent(14500) and INR 5000 for agreement and document, but The document seems from notary(may cost 500 rather 5000), which he actually handover to me after 2 month of possession. Document has no details of owner and broker in it. As per doc owner name is Pinky Singh. Due to income tax rules I insisted broker to provide owner pan card details, in PAN Card owner name is [Pinky Atul Singh], PAN Card Number is AODPS8886B, Her Father Name is [Atul Gopi Singh]. She/Owner has Bank Account in PMC Bank Oshiwara Branch Account Number[protected]. Here I am expecting INR 5000/- which I paid extra to broker. I paid 50, 000 INR deposit via cheque and first month rent as cash and remaining month rents in post dated cheque in advance. As per agreement either side has to give one month notice period, which I gave on 10th December 2014 and I vacated the flat on 10 Jan 2015. In the document owner address and contact number is not there and he never share the same with me. Owner mentioned his address as same address where I was staying, so I could not sent notice in written or through email/SMS to the owner. I gave notice to broker on 10th December and handover the key to broker on 10 January. I sent messages also which I don't have now in my sent folder. Broker is continuously making excuses regarding refund and I have no whereabouts of owner, I got owner husband contact number recently from society but he never picks my call. Owner's husband name is Jay Soni [[protected]]. Here I am expecting full return of my security deposit INR 50, 000 and almost 3 month of interest in that amount. In September Society asked me to pay 5000 refundable deposit but while leaving they told me that they have adjusted in pending NOC charges of owner and you should contact owner. Actually as per the agreement all maintenance charges should be paid by owner. So Here I am expecting return of my deposit INR 5, 000 either from society or owner. I paid INR 483/ for Previous electricity bills which were pending as owner did not paid them before my possession. I gave notice to leave the flat as soon as I came to know that the other flat in the society has rent in the range of[protected], but owner was charging me 14500, which was not acceptable to me. I am not asking any refund here, as per document I have to pay the same. Even after handing over keys owner put the rent cheque in the bank, which I cancelled fortunately. They have my advanced cheque and can misuse them, I have to cancel them every month which cost INR 55/- There intention is wrong and they might want to suppress me as I have no support, they might be thinking that I will forget all things one day due to weak system we have. So guys I need your advice and support to fight this issue harder, We all must fight for right and truth.
