Most respectfully it is submitted that the undersigned is posted as Sub-Inspector in Delhi Police and presently looking after the work of PA to DCP/Shahdara District. The undersigned alongwith other assigned duties deals with the complainants/visitors that come to DCP office to meet the DCP on daily basis. The undersigned is inclined to help the complainants/visitors in each and every possible manner for proper redressal of their grievances.

I would like to draw your attention towards article at page No.: 7 in today’s Punjab Kesari newspaper dated: 15/02/2023 with the caption “डीसीपी शाहदरा के पीए ही बन गए साहब” which does not portray the real picture of the incident.

The truth behind this caption/incident is as follows:
On 14/02/2023 at around 6:00PM, Mr. WasimSaifi(Mob No. [protected]) called twice on Landline No. of DCP office[protected] and stated that he works with Punjab Kesari Newspaper and from his reference one Dr. Ashu, who is the employer of the victim of one incident related to PS Farsh Bazar, will be coming to meet DCP/Shahdara District regarding inaction by the I.O. and he has already taken appointment from DCP Shahdara over telephone. When Mr. WasimSaifi called for the first time, DCP/Shahdara sir was in Delhi Police HQ, Jai Singh Road attending a meeting. The undersigned apprised about the engagement of DCP/Shahdara to Mr. WasimSaifi on the call. After some time, Mr. WasimSaifi again called on the landline number of DCP office and told that he just had a word over telephone with DCP/Shahdara sir who just got free from the meeting and is on the way to office. The undersigned confirmed the same from the operator to DCP/Shahdara Sir and assured Mr. WasimSaifi that as soon as Dr. Ashureach DCP office/Shahdara and DCP/Shahdara sir arrives at the office, the meeting will be arranged.

Thereafter, at around 6:30 PM DCP/ShahdaraSir arrived at the office. One media person from AajTak News Mr. Sanjay Khan ([protected]) along with some visitors from HazratNizamuddinDargah, Mr. Syed Afsar Ali Nizami (Chairman/ Dargah Sharif HazaratNizamuddin Mob. [protected]) was already waiting to meet DCP/ShahdaraSir. As soon as DCP/ShahdaraSir arrived, he saw the media person Mr. Sanjay khan and other visitors waiting. So DCP/Shahdara Sir took them inside his office chamber from the waiting area of visitors along with him. During this, Mr. Ashu (Mob No.: [protected]) reference of Mr. WasimSaifi from Punjab Kesari reached DCP office and the undersigned met him. As there were already visitors inside the chamber of DCP/Shahdara, the undersigned told Mr. Ashu to wait for 5-10 minutes till DCP/Shahdara sir gets free.

Mr. Ashu started narrating the incident dated: 13/02/2023 that occured with one of his employees namely Rahul and his mother namely Mrs. Seema W/o Sh. Dinesh Singh R/o 613, JheelKuranja, GeetaCly. who came to Dr. Hedgewar Hospital for treatment and attended skin OPD-4 few days back in the Hospital and 5 days back was treated for some skin diseases. On 13/02/2023 at about 11.30 AM, some arguments occurred between Dr. Ritika Gupta and Mr. Rahul and his mother. A call was received in P.S. Farsh Bazar vide G.D.No. 52 A at 12.16 PM regarding beaten by guards with mother and child. However, when IO reached the spot the complainant didn't give complaint/ statement in the P.S. during her visit. Dr. also gave complaint against her so no Police action was taken as heated arguments were reported. Dr. Ashu told the undersigned that he wishes the action against the Doctors and security guards involved in the said incident.

The undersigned as per the procedure, to take the details/ATR of the incident from SHO/Farsh Bazar, called on his telephone and started recording the same for brieifing the DCP/Shahdara Sir as we normally do in the course of our daily duty before arranging the meeting with the complainant and DCP/Shahdara Sir is apprised of all the facts. SHO/Farsh Bazar stated that Doctors have given him the CCTV footage recordings of the incident which he has with him. Hearing this, Dr. Ashu asked the undersigned whether SHO/PS Farsh Bazar can show him the CCTV footage of the hospital. The undersigned told him that if he wants he can see the footage which is available with SHO/Farsh Bazar. On this Dr. Ashu told that while DCP/Shahdara is already occupied with other visitors, he can quickly go and see the CCTV footage and will return to meet DCP/Shahdara Sir after the same. As the building of PS Farsh Bazar and DCP office is under the same premises, the undersigned told Dr. Ashu that if he wishes, he can go and see the footage and I am waiting for him in my office only and as soon as he returns after seeing the CCTV footage, his meeting with DCP/ShahdaraSir will be arranged. Dr. Ashu went to meet SHO/Farsh Bazar but neither returned to meet DCP/Shahdara Sir nor informed me about anything. No call was received from Mr. WasimSaifi either.

Subsequently, I got to know that Mr. WasimSaifi is leveling allegations against the undersigned that I did not allow his reference Dr. Ashu to meet DCP/ShahdaraSir despite he telephonically informed me. On this the undersigned made a phone call to Dr.Ashu and conference phone call to Mr. WasimSaifi in which both Mr. WasimSaifi and Dr. Ashu can be heard accepting that there was no fault at my end. Also at no point I denied/prevented him meeting with the DCP/Shahdara sir. It was Dr. Ashu who wished to watch the CCTV footage that was available with SHO/Farsh Bazar and he assured that after seeing the same he will return to meet the DCP/Shahdara Sir.The undersigned has the phone recordings which I may submit in person whenever given opportunity.

After seeing the article at page No.: 7 in today’s Punjab Kesarinewspaper dated: 15/02/2023 with the caption “डीसीपी शाहदरा के पीए ही बन गए साहब”, the undersigned is totally devastated and under great mental trauma as this article has maligned the image among the whole Delhi Police staff, senior officers as well in the society and flawless career of the undersigned is at stake. The Punjab Kesari newspaper has vast circulation and readers hence, the undersigned has been receiving numerous phone calls since the time this misreported article has been published which has defamed and hurted my image to vast extent.Being the leading national daily, it was never expected that Punjab Kesarinewspaper may misreport/misinterpret an incident.

Keeping in view of the above facts and circumstances, the undersigned whole heartedly requests that an enquiry may be conducted at your end regarding this issue of misreporting/misinterpretation of the incident. The undersigned will be available whenever and wherever required during the enquiry. After the enquiry if the undersigned is found at fault, the undersigned is ready to render my apology and face any punishment but if I am found innocent and at no fault, an apology or rejoinder correcting the misreporting/misinterpretation may be issued/published to save the defamation caused to the undersigned.
