Punbus conductor in black tshirt very rude behaviour and charged extra price

Delhi isbt counter 24, 25, 26... To jalandhar (11:30pm)

I am still in bus. I am allowed to carry 20 kgs of luggage as per rules. But the conductor charged me half the price extra for a handy electronic item which i was carrying at my own risk. My total luggage was less than 5 kgs but i had to pay rs 428 extra. Kindly clarify the same. On asking why i need to pay this amount, the conductor became aggressive and started talking very rudely. Kindly do something regarding the same. I am attching the picture of bus conductor.
