Punjab Technical University — Regarding College Fee

My name is Lakshdeep Singh. I am student of Global group of institutes, Amritsar .
I am in 8th sem of B.tech. (Mechanical). My college is asking for hostel fee and if i don't clear my hostel fee they don't allow me to give internal and external viva.
But i left my hostel after completing of 7th sem and due to lockdown in my city i never went to college after 7th sem exams .
Then why they ask for hostel fees
Please help me out i already paid Rs 40, 000 now they ask for 15, 000 more.
