[Resolved]  Land Registration — Land Registration with Sub-Registrator and the land Owner

Hi , We bought one mini poultry farm with 1 acre 17 guntaas,about the land it was registrared with sub registrar warangal in the year 1969 and also next registration done in 2000 and also in 2010 in wardhannapet , warangal sub registrar office,we have seen the original registration papers and passbooks and we have taken the EC as well,everything cleared. so we got agreement with land owner for buying this property for around 29 lakhs.so we cleared almost more than half off the payment around 21 lakhs.remaining payment at the time of registration,we went for registration and the sub registrar said we can not do the registration because this land(survey no-119) belongs to govt and given for ex-armi employee long back or it is in forest dept etc.
my questions :
1) If it is in forest dept, earlier why they have done registration (Registraor : Prasanna Kumari Presently she is deputed to Hanamkonda city,warangal )
2) Present sub-registrar go and ask her we can not do the registration now this land.
3) We paid already 21 lakhs,what to do ? who will give our money back and how we can get the reigstration?
land owner saying already it was registared in 2010 by prasanna kumari sub-regisrar, what should i do, land owner telling like this.
4) we are very disappoint and mentally fully upset and we are almost in komma and anytime some our partners ready to sucide due to loss of the investment.

we have not yet done any mistake because registration is there and passbook is there and on the top of the farm there is one bank name : Bank of india.

one more thing about BOI: we went bank of india (Warangal Branch)and asked is there any loan exist on this farm or not and they said yes,loan is there on this farm and we asked show me the documents which was kept by land owner, they said manager on leave today she cannot come today and next manager he sid loan is present on this farm once you cleared the loan today and we can give the documents tomorrow,so we belived the bank as well but finally there is no papers related to this farm finally bank of india also cheated us because they without loan they had written bank name on the farm.
