Reserve Bank Of India [RBI] — Corrupt practices : Exchange of old Notes

Today, I went for the first time since demonetization declared for exchange of old notes in Axis Bank in Indirapuram, Ghaziabad. As a proof of ID, I had enclosed my Driver's License. To my surprise, the bank executive informed that exchange had already been taken on this ID. This my ID was recently issued by RTO GZD and since its issue I had not used it anywhere for any work.
The people are discussing various corrupt practices being followed in connivance of Banks for disposing their black money but we were not taking it serious and thought the same as rumors. But with the above real time experience has shattered our believes.
As observed, the bank executive are not even insisting the person to sign in person in their presence and at times not check anything if bearer is their acquaintance.
