Revenue Workers — refund application not accepted by tahsil office pune (revenue dept)

This is regarding refund application not accepting by tahsildar office pune (Revenue dept)

Following wrong payment (Grass e-challan) was made mistakenly by me (Was required for leave & license register. & stamp duty)

For refund purpose i have token raised -2020/1132448 dt 07.01.2020 &

To submit documents i visited collector office (Lekha kaksha as well as general kaksh) & finally to tahsildar office pune city dt 10.01.2020

But tahsildar office pune city told (By working personnel) (Name not revealed here) that there is no such provision of refund.

Which is quite not acceptable. I contacted official gras site according to them every payment done can be refunded unless & until it is not use for the concern office /person / common people

So hereby i request you to give me the guideline how to refund it. For your convenience all scan copies are attached herewith
