SBI Credit Cards — Dubious offer

Considering my CIBIL ratings II was offered a credit card from the marketing division of SBI Pune saying that there will be no annual fees.
When I get a call for confirmation from Delhi I came to know that ₹499+₹90( as GST) will be charged, so I refused and rejected.
I received a call again from the marketing division asking me to accept the offer that annual fees wil be refunded later to my account once transaction is made.
But since then about 6 months have passed no refund is received till now.
