Sdmc — wrong parking charges

Dear sir,
I want to draw your kind attention towards the wrong parking charges charged at all the parking by the parking attendants. According to sdmc guidelines the parking charges are rs. 20 per hour for cars. If a car is parked for 1 hr and 5 minutes. The attendant charges for 2 hrs. For just above 5 minutes. I want to know that these are sdmc guidelines or they are charging wrong.
If a car is parked for more than one hour, it should be charged on pro - rata basis i. E rs. 10 for extra half hour. But the attendant charges for full one hour even for 5 extra minutes.
Kindly look into this matter and do the need full asap.
