State Bank Of India [SBI] — i am complaining about the amount i haven't received in my sbi account transferred by flipkart on 22nd october 2019

I had placed an order of iphone 8 on 22 nd october 2019 with online payment using sbi debit card and cancelled it on the same day. Its been more than 15 days i have not received the refund in my account and flipkart is saying that they have completed the refund on 22 nd oct. After talking to several flipkart customer care executives i am told to contact bank and file a dispute form. Then i contacted bank they are telling that it's flipkart responsibility to complete your refund we can't do anything. They are just playing blame game and i don't know what should i do now. I have also registered a complaint against bank on sbi cms portal.
Kindly help me. The transaction amount is
Inr34249. I have received the refund id provided by flipkart.

I have paid ₹ 6535.4 to my merchant by using phone pe UPI and this amount has been debited from my SBI account but my merchant has declined the payment after decline the payment ₹6535.4 not credited to my account so please help me . my transition id PTM20191020065004015884201910200707 and UTR no.[protected]
