State Bank Of India [SBI] — newly issued debit card not getting activated

New debit card is issued to me recently. We followed the instructions shown in leaflet sent along with debit card. I got the slip from atm stating that `pin generation request taken successfully. You will shortly receive otp on registered mobile number` however i am not receiving otp to go further and register the pin and get the new card activated. The branch manager was very helpful but, it seems, this is beyond their jurisidiction. He asked me to try different options and helped me in doing so but without success.
