State Bank Of India (SBI) — Regarding education loan

I am Vikash Kumar.I am doing my Engineering from pune University.I went to State bank of india to take education loan, I talked to the manager about education loan .the mananger refuse to give me loan only because I study in private college.He told me that We don't give education loan to the student who study in private college.I told him that my college is approved under AICTE, and I fill ful the all creteria under circulation of Reseve Bank of India.Even though manager refuse to give loan. so, I want to complain agaist State Bank Of India to take some action regardig educatin loan .
