Sujay Pg — improper services provided

I have been staying in this pg for 2 months and i mostly get night shifts to work on. I stay in room during day hours but mostly everyday during weekdays the electricity is not available which makes it harder to stay in the room because of the hot weather outside. It's pretty clear that the owner cuts the power knowingly. Today when i called him he said he was in electric room. After that i called him 5 times for which he didn't answer after that i had to call one more pg personnel. They seem to be doing the same thing for years as i got to know from other pg mates.in order to save the money, they cut the power during day hours on weekdays.
Even once when me and my roommate were not available in the room. A pg personnel came in the room to take the bedsheet away (Which was provided by owner) and we were not even informed later. We just found the room open without our consent. And when we asked the pg onwer, he said he was unaware of this.
Moreover i am paying 5000 rupees for double sharing room in which the services are worst that one can imagine! Infact once during a fight with one of the pg mates, he said that it's his pg. He can do whatever he wants as if we are not paying here.
