Tamilnadu Government Bus — bus starts up before passenger get inside

Dear sir/madam,
I am in pudukkottai near tuticorin. I dropped my wife to office toda morning through coimbatore bus timing 8.10 a. M which is going via our town. But before all passenger get are get inside the bus driver starts the bus. That time my wife was on the foot board and two others yet to get in, and more over the bus is not stopped in the parking. Please take necessary action against this issue because any time it may lead a disaster.
