Telangana Southern Power Distribution Company [TSSPDCL] — Meter reading is zero but billed amount is 1014.00

TSSPDCL is charging me even when meter reading is zero.
Date of Reading 04th Jan 2016 Open reading 8029 and close reading is 8029 net units calculated 217 and amount billed 1014.00.

On what basis the system calculated Net units as 217? It should be zero.

Note: My house is vacated since December and there is no one staying in the house.

For what I should pay for? The TSSPDCL is cheating customers. Somebody need to take strong action against them.

Another thing I have noticed that the meter status "UNDER DISCONNECTION", I have never applied for disconnection.
