Telenor/uninor — Recharge plan not activated, and refused to refund

I have recharged my telenor/uninor number with 59 rupees. The recharge got suceeded,
As per the plan, the benefits are 1p/2secs, which is not working on my number.

I contacted to customer care rep's regarding my issue, the cc folks said that, it wont work and we will not refund the money, as i am under the plan of 25p/min.

I requested the customer care to deactivate my old plan and activate new one, but they said, they can not do.
