The_99_Shop — about payment taken and product not delivered.

Respected person,
I have ordered from instagram page named the_99_shop and made payment in advance for the same on 4th sept, 2019. S/he assured me to deliver the product within 10 days but same is not yet received by me. And now, no reply is given by him/her. I want my product or refund.
