The Times Of India — Vendor not delivering the newspaper

Hi, last month i issued a cheque for the annual subsciption of the times of india, i got the subscription no [protected], on my phone but i didnt receive any voucher from the times now am i receiving any newspaper. totally fraud company. i want my money back.i went to the vendor twice but he is saying that he didnt get any confirmation letter from the company so he cant help me.but its enough know first there was an excuse for diwali and know he is saying that all the employees of times of india have gone for a vacation .what shud i do.plz help
