TIME Institute — Complaint Regarding Refund

I had joined Time Institute lawrence road Amritsar branch for IELTS in evening batch in Jan2015. I paid Rs 6800/- for the complete course (Spoken+ IELTS). But after 45 days of spoken they have not given me IELTS coaching... they told me IELTS money will be refund after 40 days as per TIME institute refund police, because they are unable to create evening batch for IELTS ...after two month stilI .they are not confirming me my refund...I have all receipts and all talk record with me and Mr maninder Councilor of TIME ...
