Tpsl India — Money deducted but not transferred to receiver account or refund

I have done my payment on 23/01/2022 of rupees 46620 by gpay UPI to nagar nigam bharatpur.. payment deducted from my account but transaction show failed..and till date no refund is received by me... please solve my problem and refund my money ASAP..
